Technology Administrator - Public Works
JOB INFORMATION
Exempt; full-time; 40 hours per week; Monday-Friday; 7:30 a.m. – 4:30 p.m.; full-benefits
This professional, technical, and administrative position in the Frederick County Division of Public Works (DPW) assists in the overall management and operations of the division’s technical systems, including the configuration, deployment, and management of infrastructure; performance monitoring; maintenance and the coordination of repairs of DPW technology; and the implementation and integration of specialized software. Supervision is received from the Division Director, Public Works Division.
ESSENTIAL DUTIES AND JOB RESPONSIBILITIES
- Plan, organize, and direct technology activities within DPW in a manner consistent with established goals and objectives
- Coordinate the repairs and implementation of current and new computer technologies within DPW
- Maintain and repair non-IIT-supported DPW hardware/software systems that interface with equipment, desktop computers, laptops, cell phones, and iPads
- Monitor, maintain, and maximize the capabilities of institutional software systems, including contract/project management software; the Office of Facility Maintenance’s Best Lock keying system, Mitsubishi HVAC system, and building automation systems; Fleet Services’ FASTER; and the Office of Highway Operations’ brine system, Load Rite scales, traffic signals, and spreader controls
- Monitor and assess emerging technologies, trends, innovations, and new products in order to recommend and implement new products to advance and improve operations
- Manage data and maintenance of inventory management software, including Cartegraph and SeeClickFix
- Implement efficient storage of facility CAD/PDF documents
- Integrate various reporting software, including solar, HVAC BAS, and resource schedules, into centralized interactive display
- Coordinate DPW’s technology requirements in actualization of the Comprehensive Energy Plan and as the County’s fleet becomes increasingly comprised of Alternative Fuel Vehicles
- Establish and maintain lines of communication with internal and external elements of DPW and Interagency Information Technologies (IIT)
- Act as technical liaison to IIT for the work request system and recommend future asset management systems
- Review, revise, and compose division-wide technology policies and procedures as directed
- Advance the development of specialized reports
- Develop, implement, and instruct technology-related training courses
- Review and approve all memoranda, contracts, and vendors that deal directly with technology for cost/benefit implications
- Archive all digital media for internal purposes and per regulatory requirements
- Investigate internal and external technical concerns, complaints, and deficiencies regarding technical systems; report the findings and recommendations for improvement to the Director
- Design, test, and implement solutions to resolve technical issues
- Advise the Director in the development of the operating budget, Capital Improvements Program planning, and strategic planning
- Participate in learning opportunities and maintain professional affiliations
- Perform other related duties as required

QUALIFICATIONS AND REQUIREMENTS

- Associate's degree in an IT related field
- Minimum 7 years IT work experience (within the last 10 years) that includes the following:
- Minimum 2 years hardware and software implementation work experience
- Minimum 2 years of work experience performing system analysis and development of technology requirements
- Technical support work experience
- Possession of a valid automobile operator's license
- NOTE: An IT related Bachelor's degree may reduce the overall IT work experience requirement to 5 years.
KNOWLEDGE / SKILLS / ABILITIES:
- Ability to obtain and maintain a Frederick County Employee Driving Permit
- Extensive knowledge of current aspects of computer hardware and software as they apply to public works
- Ability to develop and maintain effective working relationships with a diverse group of co-workers and user agencies
- Ability to effectively and quickly respond in emergency situations
- Strong and effective spoken and written (English) communication skills, including public speaking skills
- Strong analytical skills, including the ability to accurately compile and analyze statistical information
- Ability to organize work, establish priorities, and complete assigned duties with minimal supervision and instruction
- Ability to maintain a professional attitude, appearance, and manner of performance.
- Ability to write clear, concise and complete reports
PREFERENCE MAY BE GIVEN FOR:
- Experience with Microsoft Power BI and ArcGIS
- Experience providing end user support and help desk service
- Experience using/supporting an asset management application
PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
- While working in this position, the employee is required to frequently sit, walk, reach and drive; and occasionally climb, stoop, lift up to 20 pounds, and push and pull up to 40 pounds
- While working in this position, the employee is required to constantly work indoors and occasionally work at heights
ADDITIONAL INFORMATION / EXAMINATION PROCESS
- Flexibility in routine work schedule to accommodate meetings, occasionally with short notice, at various times, including nights and weekends
- Available 24/7 to respond to significant events and/or emergencies
- Position may be “deemed essential” during significant events, requiring this position to report to or remain at work when County offices have been closed
