Engineering / Development Review Manager
Manages the Development Review Team in the Engineering Division of the Public Works Department. Responsible for permitting of privately engineered public improvement construction plans, land use application review, coordination and preparation of recommended conditions of approval, supervises professional surveying services, supervises right-of-way and real property acquisition, and acts as liaison with the city's Planning and Development Department. Receives administrative direction from the City Engineer. Exercises direct and indirect supervision over professional and technical staff.

Examples of Duties Performed - Duties may include but are not limited to the following:
- Oversees and coordinates the Public Works Department response to new development plans, coordinates procedures and policies with Planning and Development Department.
- Reviews Land Use applications for infrastructure impacts and needs; and compliance with policies and statutory requirements.
- Reviews and issues permits for privately engineered public improvement (PEPI) plans; ensures integration of land use conditions into PEPI review.
- Coordinates Public Works land use review and response.
- Oversees the erosion prevention and permitting program.
- Oversees the floodplain program, including floodplain development permits, national flood insurance program, and FEMA flood mapping.
- Oversees the System Development Charges (SDC) program, including methodology updates and implementation, fee calculations, reporting, and public information.
- Recommends goals and objectives; assists in the development and implementation of policies and procedures; evaluates the effectiveness of operations and programs; modifies strategies to achieve goals.
- Participates in policy development for the Division and Department visions, work plans and performance measures. Participates on the Division management team.
- Oversees the development and approval of administrative orders to support the Public Works elements of land use such as the Public Improvement Design Standards.
- Manages special projects supporting the development process such as stormwater development standards and access management standards. Projects may include revisions to the Eugene Code and administrative orders and rules.
- Supervises City Surveyor and consultant performance of boundary surveys, location and monumentation of City right-of-way, preparation/review/interpretation of legal property descriptions, and the maintenance and upgrade of horizontal and vertical control networks.
- Supervises right-of-way and property acquisition services.
- Directs, oversees and participates in developing the section work plan; assigns work activities, projects and programs; monitors work flow; reviews and evaluates work projects, methods and procedures.
- Responsible for preparation and administration of team's annual operating budget. Assists in the preparation of the division budget; participates in the forecast of additional funds needed for staffing, equipment, materials and supplies.
- Attends and participates in a variety of City committees; makes presentations before the City Council, other boards and community organizations.
- Responsible for the selection, supervision, and evaluation of assigned staff; assigns work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over employees.
- Ensures departmental implementation of and adherence to the City's Affirmative Action and Diversity Work Plans. Coordinates the implementation of effective processes and models to produce division wide diversity initiatives. Facilitates staff development on such issues as diversity and creating a respectful working environment.
- Acts as City Engineer as assigned.
- Performs other duties as assigned.
Qualifications:
Knowledge of:
- Engineering principles related to design and construction of public infrastructure including streets, wastewater systems, and stormwater systems.
- Engineering principles related to hydrology and hydraulic modeling.
- Statutes and code provisions related to land use criteria and decisions, including limitations on exactions and conditions of land use approval.
- Basic principles of state and federal water law including water rights and wetland impacts.
- Organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs.
- Processes and statutory requirements for acquisition and disposal of public rights-of-way and easements.
- Principles and practices of budget preparation and administration.
- Principles and practices of project management.
- Principles and practices of supervision, training, and employee performance management.
- Knowledge of or familiarity with principles and practices of land surveying, particularly as applied to municipal public works projects and boundary surveying is a plus.
- Knowledge of or familiarity with survey law and procedures of land surveying, and how it applies to property line surveying, subdivision of property, and surveying of public lands is a plus.
Ability to:
- Direct, manage, plan, and organize the operations of the Land Development Review Team and to supervise the work of professional and technical staff.
- Analyze complex and technical issues, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
- Interpret and apply pertinent Federal, State, and local policies, procedures, laws and regulations.
- Communicate effectively, both verbally and in writing with a variety of people, including all levels of management.

- Plan, coordinate, and support the work of teams in accomplishing their assigned tasks.

Minimum Requirements
Any equivalent combination of education and experience which provides the applicant with the knowledge, skills, and abilities required to perform the job. Experience:
Six years of professional level civil engineering with an emphasis on land development or municipal infrastructure, including three years of supervision.
Training:
Equivalent to a Bachelor's degree from an accredited college or university with major course work in civil engineering or related field.
License or Certificates:
- Possession of a valid certificate of registration as a professional civil engineer in the State of Oregon, OR possession of a valid certificate of Registration as a professional engineer from another state and ability to obtain the Oregon Certificate of registration within 6 months.
- Registration as a Professional Land Surveyor in the State of Oregon, or from another State, is a plus.
- Requires valid Oregon driver's license or ability to obtain by date of hire. Must pass driving records check and, if hired, maintain a driving record that meets the City's standard.

Working Conditions
Work in this class is done generally in an office environment. Regular focus on a computer and ability to sit, keyboard, write, hear and speak for extended periods. Occasional interaction with difficult or angry individuals. Occasional work outside of normal working hours. Occasional operation of a motor vehicle on public roads.
Selection Process
